Clarence: bless you, but here is a prime example why the bill didnt' pass. People didn't/don't understand them and don't know the current law. Unfortunately, until people understand, we need to lead by example. A true story, I drove down Duke Street which turns into Little River Turnpike. There is a crosswalk from hell before the traffic light of N. Beuregard Street and Little River Turnpike. I was approaching the crosswalk and saw a pedestrian waiting to cross, I saw the traffic light was red (about 200 feet away) I was in the middle lane and I stopped for the pedestrian (he was hispanic by the way to let you know I am not racist). A school bus driver drove by and didnt feel it necessary to stop, then the car to might stopped because I stopped, the car to might left stopped because he saw everyone else stopped. Did we hold up traffic? I doubt it because the traffic signal was red anyways and we wouldn't have moved a lot anyways. I was impressed how you can condition people. So, I have been testing this in Old Town. If I see a pedestrian wanting to cross a crosswalk, such as the one before Route 1 on Duke Street, another crosswalk from hell, I will stop first and see if others will stop.
