Alexandria Police Ticket Bicyclists

Is Ofc Wortham willing to define what a complete stop entails.  Is a 
track stand a stop?  Is one foot down a stop?  Both feet down a stop?

While I commend the police for enforcing the law, can I also expect that 
same level of diligence in right turn after stop for motorized vehicles 
and strict concurrence to the speed limits, i.e. 30mph in a 25 mph zone 
is speeding?  How does he define a motorized vehicle stop at a traffic 
stop sign?

Unfortunately, I believe that this is a one fix solves all approach and 
rather than addressing all the issues across the traffic problem, the 
police are going to strictly focus on one thing at a time.  Today is the 
  bikes, then they will ignore the bikes and focus on speeding, then 
maybe stop lights.  Without a holistic approach, they will still have 
the problem.
