I think we've all been frustrated by 'sidewalk closed' please use other
side. I've been researching the cause of this in Fairfax Cnty. What I
found most likely is happening in other municipalities

I don't know if this should go in the draft resolution or if it should be in
a separate doc but this appears to be the root cause of the problem of
pedestrians getting blocked during the construction phase.
Per a phone discussion with Bob Dittman (see Chris Wells email below)
Temporary pedestrian detour requirements should be included in the narritive
section of approved site plans.
Without these requirements, his site inspectors are having to make a
last-minute on-the-spot decisions about how to accomdate foot traffic.

Yes I heard through a separate email chain (folks cc'd), that there's a bus
stop problem again.
My contact in this aspect of County authority is Bruce Nassimbeni (cc'd),
although this may not be his part of the County. The last time this
happened I think Supervisor Kauffman had some nice policemen go out
and tell the construction folks to unblock the bus stop.

What is the formal name of the Fairfax Cnty Final Site Approval Official for
a building site. You mentioned that this person is the on-site with
builder person who OK's, for example, the closing of a sidewalk.
