$750K Funds for Bike Tunnel under Van Dorn/I-395

With respect tothe $750K for the bike trail improvments, it likely was a
staff driven request trying to implement the City's bike trail master plan
the existing passage underway 395 and Van Dorn is not a very accomdating
passage way as it exists today. typically staff make a variety of
suggestions and Congressman Moran follows up on those he supports and has
the the ability to get funding
