the City's FY 2004 Operating Budget and FY 2004 to FY 2009 Capital
Improvement Program.

Dear Friends:
As promised in my last newsletter, there will be a public hearing to
obtain comments from citizens BEFORE the city's budget is prepared. =
Please
come to city hall no later than 10:30 AM if you want to participate. =
You will
need to fill out a form (at the entrance to the council chambers) and =
hand it
in to the clerk to comment. You may also register to speak by calling
703-838-4500 before the end of business on Friday. I hope to see you
there.

tomorrow so what better to do than go to a City council meeting. =
Please go=20
to speak on behalf of bicycle facilities funding. It would be good =
for the=20
City Council to hear from other folks. As background, last year's =
budget=20
for bike trails was $75,000. For most the 1990's it was =
$15,000. As=20
you know projects are backlogged for a variety of reasons. As a =
comparison=20
Arlington spends more in one year than Alexandria has over the last =
10=20
years. It shows with their repaved trails and newly stripped bike=20
lanes. Bicycling (and walking) can help reduce congestion, =
improve=20
health, and contribute to cleaner air quality. And improving the=20
conditions for bicyclists and pedestrians is a bargain compared to =
building=20
roads. Plus lots more.</FONT></FONT></FONT></DIV>
