Dear Ms. Spence,

The VDOT transportation facilities implemented to accommodate bicycles and
pedestrians typically accommodate the need of those who use skates for
transportation.     In a few cases the don't.   Skaters need paved surfaces.
When the pedestrian trail overpass was being built at Regan National Airport
a temporary dirt trail provided a detour around the project.   This long
dirt detour was in place for more then a year and significantly reduced the
utility of the Mt. Vernon Trail for skaters.

Developing Public Policies on Skating: General Guidelines and
Recommendations is a paper that was presented by AAAFTS's Dr Scott Osberg to
Metropolitan Washington Council of Governments.

information that will be useful in the Plan Update.   This document was also
used to support the successful passage of Virginia House Bill #2173.   This
Legislation increased the authority of local government to allow street
skating on State Roads within their jurisdiction
