City of Alexandria Bicycle Study Committee Minutes from 3/20/01
in attendance: Ruth Reeder, Bruce Dwyer, Suzanne Salva, Chan Mohney, Tricia
McManus , Maitland Bottoms, Michael Merritt, Jim Wamsley, Kirk Kincannon
I. 2/20/01 Minutes -Approved.
II. Eisenhower/TEA-21 Grant - Suzanne, Bruce and Kirk spent about 1½ hour on
site tour with Ken Klinge of the Commonwealth Transportation Board. Meeting
was arranged thanks to Sandra and Bruce through Bob Calhoum. Jim suggests
checking with the Allocation Committee members too.
III. Jamieson - Suzanne reported that after 4 weeks with no action, she
noted that work on retaining wall began yesterday. She'll write a letter
addressing the paving and fencing. Marriott needs the roadway area
(exclusive of the bike path) for 18-24 months during construction. May 1,
City will begin work if developer doesn't get project underway. Road will
not be constructed until Marriott project is completed. Bruce suggested that
Committee sends letter to Council requesting removal of the bike trail signs
along Duke Street.
IV. Bike Projects - Bruce will email status report of each project, plus
additional 15 new ones.
A. Tarleton - Bruce reported that Sandra had received comments from local
citizens group praising new bridge. Bruce and Tricia will stake and flag
this route.
B. Raleigh - Chan reports project is close and support is growing. Next
civic meeting is April 3. Chan will show areal map with proposed trail.
Tricia and Bruce will stake and flag trail. Chan will notify Connie West,
who in turn will notify the civic group for their input.
C. Chambliss - no go for now
D. Abingdon- Bruce requested any new suggestions.
E. Holmes Run Underpass of I-395- CIP budget includes funding for 30-42"
concrete flood control in tunnel. Suzanne reported that the pedestrian
tunnel was not needed for the flood control and pipes could be installed
under the walkway.
F. New Projects/Open Space - Public Forum on Open Space will be held on
April 16 at the Lee Center. Other dates will be posted by Bruce Trails will
be addressed. June 23 is date for Open Space Summit.
V. Signage -Paul not present, but he is working on measuring road widths.
Suzanne and Chan working on historic trail markers.
VI. Project Phasing - Unallocated funds equal $75000, which could be used
for Tarleton or Raleigh projects. If TEA-21 grant is approved, both projects
could be funded. $77000 available each year for next six years in CIP. Kirk
wants more funds designated for existing trail maintenance. Kirk also
working on snow removal budget ‘03.
VII. Eisenhower Connector - City to create task force to evaluate project.
Mike very concerned with impact of project and will apply for
member-at-large seat.
VIII. Snow Removal - Bruce sent email asking to prioritize routes. Committee
selected: Holmes Run, Four Mile Run and Jamieson Trails. All agreed that
Airport Authority and Parks Service need to collaborate their snow removal
efforts along the GW Trail.

X. Next Meeting - Tuesday, April 17 at 7:30 p.m., Lee Center.
