Small Scooters with motors

Dear BSC

Curious what the Alexandria Policy is on the small unlicensed motorized
scooters that are starting to appear in the area ?

The other day,  on a narrow paved trail,  a young man coming toward me on
one of these vehicles grazed me as he passed.   It was not intentional.  At
the relatively high speed (for a scooter) the path surface undulations made
the scooter slightly unstable.
 I was on foot so, other then a slight scare, it was not problem.    He had
enough speed that had he grazed bike handlebars, I suspect it would have
dropped the bike.
