City of Alexandria Bicycle Study Committee Minutes from 2/16/00
in attendance: Maitland Bottoms, Ruth Reeder, Bruce Dwyer, Buffie
Brownstein, Paul DeMaio, Tom Wallenius, Jerry King, Sam Longstreet, Jeff
Gauger, David Newcomb, Marion Clark,
I. TEA-21 Grant - Buffie presented completed proposal to Committee.
Unfortunately, individual letters from council members were not
included, but Sandra's letter refers to the council resolution endorsing
project. Euille referred to proposal as "visionary". Marion reports that
letters of support from John Warner and Robb have been sent. Bruce asks
that a copy be sent to Planning. Marion to follow up on request. Buffie
recommends dealing with Andrea Martin. Paul will use the mounted display
at Bike To Work on May 19th. Bruce mentioned lobbying for project at
state level with the Commonwealth Transportation Board, or with VDOT
during the review process. Bruce to check time table as there was some
confusion as to when construction could begin. A call was received from
Jane Harrington re: the removal of "large oak trees". Buffie stated that
no large trees would be impacted, but suggests contacting the Eisenhower
Partnership for new trees. Committee agreed that any trees removed
should be replaced.
II. Jamison & Hoof's Run Bridge - Marion reports that project is still
in permit and design stage. She'll meet with Al Cox next week to discuss
project. Buffie suggests installing signage to alert cyclists of work
schedule.
III. Development Projects: A.) Potomac Yards, Arlington - Bruce will
attend the meetings. Current plan has Linear Trail ending at Four Mile
Run. Cement Plant and Wildlife Refuge to be developed into a major
park. B.) PTO - Bruce attended last meeting. Bikes weren't discussed.
He'll continue to monitor the project.
IV. Wilson Bridge - Bruce reports that all bike recommendations are in
the plan. The various stakeholder panels are to be reconvened.
V. King St. RR Bridge - Hearing is rescheduled for March 1st from 5 to 7
p.m. in the Carter Room of the Embassy Suites Hotel.
VI. DASH - Paul reports that DASH liked the idea of the bike racks.
Their current concerns are of space and expense. The bus parking lot is
very tight and the added space for the racks may impede bus parking.
Paul ordered a sample rack and DASH has agreed to "play" with it.
Project may take off in a couple of years. DASH will include a bike rack
question in their next riders survey, due out in a year or two.
VII. Millennium Trail - Ruth registered the Alexandria Heritage Trail.
Archaeology hopes to have the trail books printed by June 6th, National
Trails Day, and will host an event promoting the trail on that day.
Committee members are needed to lead a short loop ride of Old Town
VIII. Map Distribution - Marion has been requesting that people asking
for maps send SASE. Tom W. noted that Arlington sends their maps out for
free. Buffie stated that Alexandria couldn't afford that luxury. Parks &
Rec will scan map and post it on their web page. Maitland will link the
map site to other bike related sites. Map will be in sections to
facilitate down loading and printing hard copies.
IX. Traffic Signal Detectors - Bruce didn't hear from any Committee
members re: problem areas. City has agreed to manipulate sensitivity
tigers if needed. Committee is strongly encouraged to identify detectors
not sensitive to bikes and report locations to Bruce. Tom W. mentioned
Powell & Route 1 as such an example.
X. Signage - John Noelle will be acquiring software sometime this summer
to plot location of City trees. Buffie may return to work on project and
suggests that Committee use the same program to identify signage
locations. Tom. W. requests that signage from abandoned trails be
removed and sited Route 1 as an example. Marion will check with Traffic
Maintenance to see if signs can be removed. Buffie has list Committee
compiles of sign locations. GPS and GIS will greatly facilitate this
project. Committee discussed the necessity of having a "palette" of
approved signs.
XII. Oxon Hill - Bike Group could not make meeting tonight, and have
been invited back next month.
XII. Other Business - a.) Paul announced that T&ES has a new director,
Richard Bears, who is a bicyclist. Bruce will invite him to our March
meeting. b.) Bruce announced that the InterArms will be closing, thus
opening parking along the east side of Union Street. Committee discussed
the pros and cons of creating a one way bike lane along Union. Bruce
suggested we drop the idea. Paul wants to "Go For It" stating that the
more trails we can introduce the better. Committee decided to table the
topic until the new City Manager and director of T&ES are in place.
XIII. Buffie's Farewell - Committee thanked Buffie for her dedicated
leadership and expert guidance. Bruce presented her with a certificate
and a home baked chocolate and pistachio cake (the recipe has been
posted) which was enjoyed by all, and accompanied by a box of See's fine
chocolates. Bruce welcomed Marion to the Committee and we all look
forward to working together.
XIV. Next Meeting - Wed., March 15 at 7:30 p.m. at the Lee Center
