Subject:  Exciting news about Rock Creek Park

Dear Park lovers,

I have lots of exciting news about Rock Creek
Park -- and a small request to
ask of you.

First, the good news: In a major breakthrough
for PARC, DC congressional
delegate Eleanor Holmes Norton has endorsed
our proposed test closure of
upper Beach Drive. Congresswoman Norton
told NPS director Robert Stanton in
a letter: "I believe that the time is ripe for
moving forward with a trial
closure of upper Beach Drive on weekdays, as
recommended by PARC.  A test
closure is the only way to determine whether
traffic restrictions within the
park may have adverse impacts...."

Meanwhile, DC mayor Anthony Williams has
received a recommendation from DC's
Departments  of Public Works and Health that
he urge the Park Service to
conduct a modified test closure of upper Beach
Drive.  Although the plan
would initially close upper Beach Drive for only
19 hours per day (excluding
rush hour periods), a second phase of the test
next fall would keep the road
closed around the clock. While this isn't exactly
what we wanted, PARC feels
the DC compromise is a good way to move
forward, and we're awaiting Mayor
Williams's approval.

Finally, the long-awaited Rock Creek Park
"general management plan" is now
going through internal review at NPS, and it's
expected to be released for
public comment by this summer.  There's  no
word yet on how the GMP will
address commuter traffic and other issues
important to Park users.  PARC
will keep you posted and let you know when it's
time to let NPS know your
views on the future of Rock Creek Park.

In the meantime, here's something important
you can do right now for Rock
Creek Park: Send an E-mail message to Mayor
Tony Williams urging him to
support the test of weekday recreation zones
on upper Beach Drive. Try to
keep your message brief, but it would help to
include a couple of reasons
why you want to reduce automobile traffic in the
Park. If you live in DC, be
sure to include your street address.  Mayor
Williams personally reads all
his E-mails, so you can be sure that your
message will have an impact.

major improvements in Rock
